Jaap Kugel

Jaap has over 20 years of experience in Information Technology (IT) Management, where 14 years were spent at executive management level. He was the Chief Information Officer (CIO) at the Council for Medical Schemes (CMS) from 2014 to 2020.

He is highly skilled in establishing green fields IT and organisational units with required server and end-user computing platforms, networking and communications infrastructure. He is also experienced in appointing and placement of staff, compilation and management of budgets as well as crafting operational and strategic plans.

Jaap has been responsible for conceptualising and pinning the business requirements for several custom applications and for project managing the development of these applications. Some of these included the online statutory return system used for collection of statutory financial data for the medical scheme industry in South Africa, a risk equalisation fund and the National Beneficiary Registry of all funded patients in South Africa.

Proficient in dealing with tender processes, Jaap participated and advised in tenders such as the renewal of IT Infrastructure and the relocation of the entire CMS Head Office. He has extensive experience in establishing proper IT Governance structures, based on the DPSA CGIT and COBIT frameworks, and has drafted comprehensive IT Policy and Procedure Manuals, with supporting automated workflows.

Over the years he served on several Governance and Management Committees such as the Executive Management Committee of the CMS and was also appointed Chair of the IT Advisory Group (ITAG) of the medical schemes industry, responsible for coordinating all IT related developments and standards.

  • Higher Education Diploma (HED) from the University of Pretoria.

  • Federal Teacher’s Council: Professionally Qualified Teacher.

  • Computer Technology Industry Association: Certified Document Imaging Architect (CDIA+).

  • Institute of Chartered IT Professionals (ICITP) - IT Certified Professional.

  • Member of the Chartered CIO Council of South Africa.

  • ISACA - Certified in the Governance of Enterprise IT (CGEIT).
